Every person, partnership, firm or corporation engaged in the retail sale of tobacco and tobacco-related products, as defined herein, shall be required to obtain a Tobacco License. Such licenses shall be divided into the following classes:
(A) Class A - Accessory tobacco sales. Class A licenses shall authorize the limited retail sales of tobacco and/or alternative nicotine products and tobacco-related products in accordance with the definition of accessory tobacco sales contained herein.
(B) Class B - Tobacco store. Class B licenses shall authorize the operation of a retail tobacco and/or alternative nicotine products store in accordance with the definition of a tobacco store contained herein.
(C) License fee. License fees for all classes are set forth below and as subsequently amended from time to time by the President and Board of Trustees.
