No merchant shall purchase any pre-owned merchandise:
(A) From any person who is under 18 years of age;
(B) Where someone other than the seller claims any interest in the pre-owned merchandise;
(C) From any person appearing to be intoxicated, incapacitated, or under the influence of alcohol or drugs; or
(D) From any person who is known to have been convicted of theft, burglary, robbery or armed robbery.
