§ 53.01 DEFINITIONS.
   For purposes of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ADMINISTRATIVE COST. The estimated cost for the village to prepare and maintain employee, equipment and materials cost estimates and maintain its financial records associated with the reimbursable event. The village's administrative cost is 20% of the village's total employee, equipment and materials costs.
   EMPLOYEE COST. The product of the village's estimated per hour total expenses associated with an employee including but not limited to compensation, benefits and insurance multiplied by 1.5 and then multiplied by the number of hours worked.
   EQUIPMENT COST. The product of the village estimated total per hour expense associated with the purchase, lease, operation, repair and maintenance of the equipment or the village's contracted costs for equipment multiplied by 1.5 and then multiplied by the number of hours involved.
   GOVERNMENTAL SERVICES. Police, security, public health, safety and welfare related services performed or made available by, using village employees, equipment, materials or village operated utilities as well as contracts entered into by the village with a third party to provide services.
   MATERIAL COST. The product of actual cost to the village for purchase of any materials used by the village or village contracted cost for materials in providing governmental services during the reimbursable event multiplied by 1.5.
   PUBLIC UTILITY.  
      (1)   Any corporation, company, limited liability company, association, joint stock company, firm, partnership or individual, or other entity, their lessees, trustees or receivers, appointed by any court whatsoever that owns, controls, operates, manages or maintains within or proximate to the limits of the Village of Frankfort, Will and Cook Counties, Illinois, directly or indirectly, for any public use,
any plant, facilities, equipment, structures, devices or any type or description property used or to be used in connection with the production, storage, transmission, sale, delivery or furnishing of: natural gas, compressed natural gas, propane gas, power, electricity, water, communications, telephone, gas, cable television, internet, petroleum products or other utility that is regulated by any governmental entity;
      (2)   For purposes of this chapter, PUBLIC UTILITY does not include utilities that are owned and operated by a political subdivision.
   REIMBURSABLE EVENT. Any occurrence where the Village of Frankfort provides governmental services where village employees or village contracted services cumulatively spend more than one hour which is attributable in whole or part to installation, maintenance, repair or replacement of any to any real or personal property of a public utility.
