§ 159.16 BUILDING AND STRUCTURE DESIGN
   The following terms and conditions will apply to all projects:
   (A)   Visual compatibility. All developments applying for a façade improvement loan permit shall meet the following terms and conditions for visual compatibility:
      (1)   Height. The height of the proposed building or structure shall be visually compatible with adjacent buildings.
      (2)   Proportion of front façade. The relationship of the width to the height of the front façade of the proposed building or structure shall be visually compatible with buildings, public right-of-ways, and places to which it is visually related.
      (3)   Proportion of openings. The relationship of the width to the height of windows of the proposed building or structure shall be visually compatible with buildings, public right-of-ways, and places to which it is visually related.
      (4)   Rhythm of spacing and buildings on streets. The relationship of a building or structure to the open spaces between it and adjoining buildings or structures shall be visually compatible with the buildings, public right-of-ways, and places to which it is visually related.
      (5)   Relationship of materials, texture, and color. The relationship of the materials, texture, and color of the façade of the proposed building or structure shall be visually compatible with the predominant materials used in the buildings and structures to which it is visually related.
      (6)   Roof shapes. The roof shape of the proposed building or structure shall be visually compatible with the buildings to which it is visually related.
      (7)   Walls of continuity. Building façades and appurtenances such as walls, fences, and landscape masses shall, when it is a characteristic of the area, form cohesive walls of enclosure along a street to ensure visual compatibility with the buildings, public right-of-ways, and places to which such elements are visually related.
      (8)   Scale of building. The size and mass of the proposed building or structure in relation to open spaces, windows, door openings, porches, and balconies shall be visually compatible with the buildings, public right-of-ways, and places to which it is visually related.
      (9)   Directional expression of front elevation. A building shall be visually compatible with the buildings, public right-of-ways, and places to which it is visually related in its directional character, whether this be vertical character, horizontal character, or non-directional character.
   (B)   Additional guidelines. In addition to the terms and conditions stated above, all buildings and structures shall adhere to the following guidelines:
      (1)   Buildings and structures shall be consistent with the established neighborhood character and
with any adjacent residential property.
      (2)   Building materials shall be selected for suitability to the type of buildings and the design in which they are used. Buildings shall use the same materials, or those which are architecturally harmonious, for all building walls and other exterior building components that are wholly or partially visible from public right-of-ways.
      (3)   Building materials shall be of durable quality. Inappropriate materials or building methods, and those which will produce inconsistency with the structure and architecture of the building, shall be avoided.
      (4)   Flat or mansard roofs shall be discouraged. Front or side gabled roofs should be consistent in design and pitch with the surrounding area.
      (5)   Building components, such as windows, doors, eaves, and parapets, shall have good proportions and relationships to one another.
      (6)   Building color scheme should be harmonious with other structures to which it is visually related in the aspect of character and quality of structures in the surrounding area.
      (7)   Monotony of design shall be avoided, however, structures should complement each other in harmonious design.
      (8)   Façades greater than 100 feet in length must incorporate recesses and projections along at least 20% of the length of the façade. Windows, awnings, and arcades must total at least 60% of the façade length abutting a public row.
