§ 159.03 PROJECT ELIGIBILITY CRITERIA.
   The intent of the program is to encourage the rehabilitation, renovation and reuse of existing commercial buildings within the designated districts. The renovation of exterior building façades and site improvements are eligible improvements for consideration. New construction or non-permanent improvements, including interior rehabilitation, are not eligible under this loan program. Permanent interior improvements are eligible in the Historic District, based on the age of the building. Properties or structures must comply with all village ordinances, or be brought into compliance prior to occupancy permit, unless otherwise granted a variance by the Village Board. The following improvements are considered eligible items for funding under this program:
   (A)   Exterior renovation.
      (1)   Exterior painting;
      (2)   Tuck pointing;
      (3)   General façade repair;
      (4)   Cleaning of stone and brick;
      (5)   Window or door repair or replacement;
      (6)   Roof or wall repair or replacement, installation of awnings;
      (7)   Signage;
      (8)   Other permanent façade improvements.
   (B)   Site improvements.
      (1)   Paving/curbing of parking areas;
      (2)   Enclosure of dumpster areas, sidewalks, and bike paths;
      (3)   Installation of bike racks;
      (4)   Landscaping.
   (C)   Professional fees.
      (1)   Architectural services;
      (2)   Engineering services;
      (3)   Other professional consulting services.
