(A) An exception to the Certificate of Appropriateness shall be made if the applicant shows to the Commission that a failure to grant the permit will cause an imminent threat to life, health, or property.
(B) Any projects deemed a minor project, or as minor changes to a structure as determined by staff, are not required to obtain Certificate of Appropriateness, but will require approval by the Director of the Development Services Department.
