Except containers fully enclosed within a building, all new garbage refuse containers in a commercial, industrial or business area shall be stored in a fully enclosed and screened structure, concealed from the view of any public street or abutting property owner and consisting of the following:
(A) Refuse containers shall be enclosed. One side shall provide an access gate to allow for trash removal. Additionally, a self-closing, three-foot access gate or equivalent shall be provided for manual access to the refuse container.
(B) The enclosure shall be solid faced and constructed of wood, masonry or similar materials that are aesthetically pleasant in appearance. Chain link or similar types fencing shall not be used for this enclosure. Enclosure materials should be constructed of the same material as the main building structure.
(C) Any masonry structure built or used for the screening of dumpsters or trash containers shall be constructed on a concrete base.
(D) Any fence or wall required under this section shall have a height no less than five feet, and no more than six feet.
(E) A building permit is required to construct any enclosure. The village shall review and approve the plans and issue a permit for the construction of this enclosure.
(F) It is useful, necessary, and advantageous for the village to set forth hours from 7:00 a.m. to 10:00 p.m. for the collection of refuse in the industrial, commercial and business districts by private firms that have contracted with the business owners for such services.
