§ 50.04 CONTAINERS REQUIRED.
   (A)   Every occupant, person, owner, owner's agent, or tenant, in possession of any house, building, flat, or apartment in the village shall at all times maintain in good order and repair a container or containers for garbage and refuse. Foul-smelling, leaking, or defective receptacles should be cleaned, repaired, or replaced as directed by the appropriate representative of the village. A container shall be a can of galvanized iron or non-corrodible material, rodent proof, watertight, and of the type commonly sold as a garbage can, of a suitable gauge and construction to insure durability, and of a capacity of not less than 10 gallons or more than 30 gallons.
   (B)   All household garbage or refuse shall be contained in plastic garbage bags sealed tightly with no tears or openings. Such garbage or refuse shall be drained and wrapped in paper to facilitate collection, and prevent freezing especially during the winter months.
   (C)   All commercial, industrial, apartment buildings, religious, political, social, and nonprofit organizations' refuse shall be stored in durable, rust-resistant, nonabsorbent, totally enclosed metal containers.
