(A) Landscaping applications. Prior to the landscaping of any new building, the property owner(s) must submit a detailed application showing, among other things:
(1) Plat of survey conforming to the grading survey;
(2) Location, type and size of any and all trees, shrubs, fencing, other landscaping amenities, grass areas and location of berms, drainage easements and swales, if applicable;
(3) Location of underground sprinklers, if any (additional permit required for sprinkling systems);
(4) Location of drain tiles, down spouts and sump pump discharge.
(B) Landscaping permit. The village will issue a landscaping permit to the property owner upon completion of the following:
(1) Submittal of landscaping application in conformance with village ordinances and regulations;
(2) Payment to the village of a permit fee in an amount to be determined from time to time;
(3) Receipt and approval of all certifications required under all ordinances and regulations regulating grading with the village (Grading Certificate);
(4) A security deposit in the sum of $1,000 to ensure all landscaping will be completed within six months of the date of the issuance of the landscaping permit.
(C) Time to complete landscaping. All landscaping must be completed within six months of the date of the issuance of the permit. The Village Administrator is authorized to extend the permit date for 30 days based solely on adverse weather conditions.
(D) Failure to timely complete landscaping. If all landscaping is not completed prior to the permit within the allowed time, the $1,000 deposit is forfeited by the property owner to the village. In addition, the village will have other such remedies to require the property owner to complete landscaping as required.
(E) Deposit refund/certification. If the landscaping is timely completed in accordance with the permit, the village will return the $1,000 deposit to the property owner, without interest. At the time of request for and prior to any refund, the property owner(s) shall give the village a current topographical survey by an Illinois licensed surveyor or engineer certifying, among other things:
(1) The final finished grade after installation of all landscaping complies with all applicable village ordinances and regulations. The final village approved engineering grade and drainage plans and specifications for the development of the property; and
(2) There are no obstructions within drainage way.
