§ 150.75 GRADING PROCEDURES.
   (A)   Grading survey. At the time of application for any building permit for new construction within the village, the applicant (General Contractor) shall furnish the village a current plat of survey, which, among other things, shall contain and/or portray the following information:
      (1)   The elevation of the four corners of the lot;
      (2)   The footprint of the structure in relation to all property lines;
      (3)   Proposed elevation of top of foundation and actual elevation of curb, if any;
      (4)   All drainage swales and direction of surface water flow on the property;
      (5)   Location of all public utilities, including telephone and electrical pedestals;
      (6)   Utility service routing lines which should be run parallel with and at least three feet within side property lines;
      (7)   Proposed finished grade.
   (B)   Certification of top of foundation wall elevation. After installation of founding and drain tile, construction of the first floor deck may commence prior to or after backfilling, but before any further work, the applicant (General Contractor) shall submit to the village certification from an Illinois licensed surveyor or engineer that the top of the foundation elevation and the structure footprint conforms with the approved engineered grading plans and village ordinances.
   (C)   Final grade certificate. Within six months after issuance of an occupancy permit, but prior to the issuance of any landscaping permit for the property, the building permit applicant shall deliver to the village a current certification signed by an Illinois licensed surveyor or engineer stating the property as developed.
      (1)   Conforms to all applicable ordinances and regulation of the village including those regulating surface water drainage;
      (2)   Conforms to all village approved final engineering plans specifications;
      (3)   Conforms with the grading survey, including the final grade.
   (D)   Timely installation of landscaping.
      (1)   Landscaping shall be installed within three months of occupancy permit issuance. If the occupancy is granted in the months of October, November, December, January, or February, the three- month timeline shall begin on the first date of March to occur following occupancy.
      (2)   At a minimum, landscaping shall include front yard sod (no seed) and rear yard grass cover (seed or sod).
      (3)   If all landscaping is not completed prior to the permit within the allowed time, the village shall complete the landscaping, either itself or by its agent, and deduct all costs and expenses from the $1,000 deposit held by the village. In addition, the village will have other such remedies to require the property owner to complete landscaping as required.
      (4)   If the applicant (General Contractor) fails to submit the final grading certificate to the village within the time permitted under this section, the General Contractor shall be subject to a fine of not less than $50 nor more than $500 for each day the violation occurs and in addition thereto, such failure is prima facia evidence for the revocation of the General Contractor’s license to conduct business in the village.
