(A) Codes adopted. The Village of Frankfort adopts by reference the following codes and standards as its codes and standards for the construction, operation, inspecting, testing, maintenance and repair of all equipment, parts and devices subject to village regulation under Section 10 of the Elevator Safety and Regulation Act (ILCS Ch. 225, Act 312, § 10):
(1) American Society of Mechanical Engineers (ASME):
(a) Safety Code for Elevators and Escalators (ASME A17.1-2007/CSA B44-07) and Performance-Based Safety Code for Elevators and Escalators (ASME A17.1-2007/CSA B44.7-07);
(b) Guide for Inspection of Elevators, Escalators, and Moving Walks (ASME 17.2-2007);
(c) Safety Code for Existing Elevators and Escalators (ASME A17.3-2005) (upgrades required by application of the Safety Code for Existing Elevators and Escalators must be completed no later than January 1, 2009, except that upgrades to the hydraulic cylinder system and the firefighter control system must be completed by January 1, 2011);
(d) Safety Standard for Platform Lifts and Stairway Chairlifts (ASME A18.1-2005); and
(e) Standard for the Qualification of Elevator Inspectors (ASME ZEI-2007).
(2) American National Standards Institute (ANSI):
(a) Safety Requirements for Personal Hoists and Employee Elevators (ANSI A10-4-2007).
(3) American Society of Civil Engineers (ASCE):
(a) Automated People Mover Standards Part 1 (ASCE 21-2005);
(b) Automated People Mover Standards Part 2 (ASCE 21-1998);
(c) Automated People Mover Standards Part 3 (ASCE 21-2000).
(4) And any later editions to the foregoing codes together with any other codes and standards applicable to the Elevator Safety Regulation Act which are from time to time adopted by the State of Illinois Joint Committee on Administrative Rules and promulgated and utilized by the Office of the State Fire Marshal of the State of Illinois.
(B) Upgrades. Upgrades to all existing elevators, escalators and other devices required by ASME A17.3-2005, Safety Code for Existing Elevators, shall be completed no later than January 1, 2009, except that upgrades to the hydraulic cylinder system and firefighter control system shall be completed by January 1, 2011.
(C) Fees. Fees associated with the inspection of elevators and other devices subject to this section shall be administratively established and set by the Village Administrator of the Village of Frankfort after consultation with the Village President and Board of Trustees.
(D) Compliance with applicable codes. Any person, entity, business or corporation owning, operating, maintaining or managing any building, structure, property or facility with any equipment, parts or devices subject to village regulation under this section must fully comply with all applicable village codes and standards including those provided herein.
