All such applications or petitions for consideration of said annexation agreements shall be accompanied with a preliminary filing fee in the amount as set by the Board of Trustees if the hearing before the corporate authorities is to be conducted on the same evening which is a regular meeting date of the Village Board of Trustees. In the event the hearing on such proposed agreement is to be held before the corporate authorities at any time other than a regular meeting date, then the petition or application shall be accompanied with a preliminary filing fee as set by the Board of Trustees. The Village Board of Trustees at its sole discretion, shall determine the date on which it shall conduct a hearing upon the proposed annexation agreement.
