All annexation agreements submitted to the village pursuant to the provisions of ILCS Ch. 65, Act 5, §§ 11-15.1-1 et seq. for consideration and hearing thereon shall be accompanied by a petition requesting the municipal authorities to conduct the appropriate hearing or hearings thereon and to publish notice of such hearings, such application or petition to be signed by the record fee title owner of the real estate being the subject matter of such proposed annexation agreement or the duly authorized agent of such owner.
