§ 117.04 INSPECTIONS.
   (A)   Before a license is issued or renewed by the village, and without prior notice, the facility shall be inspected by authorized village personnel to determine that it is in compliance with the ordinances of the village, the provisions of the Nursing Home Care Act and any rules or regulations promulgated thereunder.
   (B)   Authorized village personnel shall have the right at any time, without prior notice, to visit and inspect the premises and personnel of any facility for the purpose of determining whether the facility is in compliance with the ordinances of the village, the provisions of the Nursing Home Care Act and any rules or regulations promulgated thereunder. In determining whether to make such an inspection, the Village shall consider one or more of the following:
      (1)   Previous inspection reports;
      (2)   The facility's history of compliance with standards, rules and regulations promulgated under the Nursing Home Care Act and correction of violations, penalties or other enforcement actions;
      (3)   The number and severity of complaints received about the facility;
      (4)   Any allegations of resident abuse or neglect;
      (5)   Weather conditions;
      (6)   Health emergencies;
      (7)   Other reasonable belief that deficiencies exist.
   (C)   A copy of each inspection report shall be sent to the facility and the Illinois Department of Public Health.
