No person, including any solicitor, hawker, or peddler, shall sell, barter, give away, offer for sale or gift any item of personal property, or otherwise engage in any “soliciting” as defined in this chapter, on, along, about, upon, or within any right-of-way of any street corner, intersection, highway, roadway, street, alley, or any other public way, unless approved as a charitable organization Tag Day as defined in this chapter.
