§ 113.19 ISSUANCE OF LICENSE.
   When the Local Liquor Control Commissioner shall approve any application, the applicant shall be issued a license upon the payment in advance of the required fee, which license shall be in writing over the name and under the seal of the village and executed by the President of the Village and attested by the Village Clerk.
