§ 113.01 SCOPE.
   This chapter shall be liberally construed to the end that the health, safety and welfare of the inhabitants of the village shall be protected and temperance in the consumption of alcoholic liquors shall be fostered and promoted by careful control and regulation of the sale of alcoholic liquors.
