Any resident of the village owning or acquiring an ownership interest in an off-road vehicle stored, maintained or operated as provided herein within the village, and any owner of an off-road vehicle operated as provided herein within the village shall register the off-road vehicle each year that said vehicle is stored, maintained or operated in the village on or before the 30th day of June, A.D. 1989, or within ten days of the date of acquisition of such vehicle, and shall do so on or before the 30th day of June of each and every year thereafter, and on payment of the registration or license fee hereinafter provided to the village, the Village Clerk shall issue or cause to be issued a registration certificate or license authorizing the storage, maintenance and/or operation of said vehicle within the village until the expiration of such license. All registration certificates or licenses shall expire on the first day of July of each year.
