Upon receiving any dog, cat or other animal, the Animal Control Officer shall immediately make a complete registry as may be required by law.
(A) Notice. In case of impounding, and where the address of the owner of any animal is disclosed by any license tag worn by it, or is otherwise known to be the Animal Control Officer or by inquiry can be ascertained, the Animal Control Officer shall give notice by mail to the owner of the impounding of the animal.
(B) Release from pound.
(1) Any animal impounded under the provisions of this chapter or otherwise provided by law, unless sooner released, shall be held for the period of seven days in order to afford opportunity to the owner thereof to secure its release. Any such owner desiring to release his or her impounded animal shall pay an apprehension fee of $50 for the animal’s first impoundment. If any animal is impounded on more than one occasion, the owner may be ordered to pay an apprehension fee up to the following amounts:
(a) Second impoundment - $ 100.
(b) Third impoundment - $ 150.
(c) Fourth or more impoundment - $ 200.
(2) In addition to the apprehension fee, the owner shall pay the daily boarding costs to keep the animal impounded.
(3) If the animal is not currently vaccinated, the owner shall pay all costs associated with having the animal vaccinated by some duly licensed veterinarian as he or she shall elect and the pound keeper shall forthwith cause the dog to be duly vaccinated. No dog shall be released which does not have a current rabies vaccination or current Frankfort ID. Payment is due for impoundment fee and daily board at time of release. Upon the payment of the required charges, the dog shall thereupon be released to the owner.
(C) Any dog, cat, or other animal impounded under the provision of this section and not released to its owner within seven days of its impound may be disposed of at the discretion of the Animal Control Officer.
