No person shall house, keep, maintain any animal or allow to run at large any domestic animal of the species known as horses, mules, cattle, sheep, goats, swine, or domestic fowl of the species of geese, ducks, turkeys, pigeons, and chickens, on any property located within the corporate limits of the village except only such persons to whom a special temporary permit shall be issued by the Board of Trustees of the village.
