(A) No automatic protection device or telephonic alarm system that is installed by any person on premises of any kind in the village shall be keyed to a primary trunkline.
(B) Any alarm equipment supplier who installs automatic protection devices or telephonic alarm systems for the purpose of sending prerecorded emergency messages directly to the Police Department shall first obtain necessary instructions, including a designated telephone number, from the communications center in order to key such devices to a special trunkline into the communications center.
(C) All automatic protection devices or telephonic alarm systems that were keyed prior to November 20, 1972 to a primary trunkline shall be disconnected therefrom. The owner or lessee of any such device shall be responsible for its disconnection.
(D) An owner or lessee of an automatic protection device or telephonic alarm system who has it disconnected as required by this section, may authorize an alarm equipment supplier who has a temporary permit or a license, as required by this chapter to key the automatic protection device to a special trunkline into the communications center, provided that the device meets operational requirements, as set forth in this chapter or as required by the Lincoln Way communications center.
(E) No one except an alarm equipment supplier with a temporary permit or a license from the village, as required by this chapter shall install any automatic protection device or telephonic alarm system or key the same to a special trunkline.
(F) (1) Every alarm equipment supplier who has keyed any automatic protection device to a special trunkline shall furnish the communications center with a current list of such installations, showing the following:
(a) Name, residence address, and telephone number of owner or lessee.
(b) Address of place where device is installed and telephone number at that location.
(c) Name and telephone number of any other person(s) at a different location who is authorized to respond to an emergency and open the place where the device is installed.
(2) Within ten days after the end of each quarter following the last month included in the initial list, every alarm equipment supplier shall furnish the communications center with a supplemental list of any such additional installations that he has keyed to a special trunkline, along with any corrections or deletions.
(G) Automatic protection devices or telephonic alarm systems installed on premises of any kind that are keyed to a special trunkline shall meet the following minimum operational requirements.
(1) The content of the type of recorded message to be transmitted by such device must be intelligible and in a format approved by the communications center concerned as appropriate for the nature of the alarm.
(2) No recorded message shall be delivered to the Police Department more than three times as the result of a single stimulus of the sensory mechanism.
(3) The length of time for transmitting the recorded message must not exceed 15 seconds.
(4) The time gap between delivery of each recorded message must be in the range from 10 to 12 seconds.
(5) Such device must be capable of transmitting an alarm message to two or more recipients, so that upon installation, any message will be sent not only on a special trunkline, but also on the line of an authorized person having a key to the premises who is available to respond to an emergency.
(6) The sensory mechanism used in connection with such devices must be adjusted to suppress false indications of fire or intrusion, so that the devices will not be actuated by impulses due to transient pressure changes in water pipes, short flashes of light, wind noises such as the rattling or vibrating of doors or windows, vehicular noise adjacent to the installation, or other forces unrelated to genuine alarms.
(7) All components comprising such a device must be maintained by the owner or lessee in good repair to assure reliability of operation.
(H) Each alarm equipment supplier that sells or leases to a person an automatic protection device which is installed on such person's premises, and which is keyed to a special trunkline, shall furnish that person with instructions as to the way the device operates, along with a maintenance manual and a correct circuit diagram pertaining to such device.
(I) Each alarm equipment supplier, as referred to in division (H) above, shall also furnish the communications center with a copy of the instructions as to the way the device operates, along with a maintenance manual and a correct circuit diagram. If the communications center finds such to be incomplete, unclear, or otherwise inadequate, he may require the alarm equipment supplier to have the same revised to meet the communications center's approval and then promptly distributed to persons for whom installations of such devices have already been made as well as to persons for whom installations are henceforth made.
(J) Each alarm equipment supplier that sells or leases to a person an automatic protection device which is installed on such person's premises, and which is keyed to a special trunkline, must offer service, directly or through an agent, on a 24 hour basis, seven days a week, to repair such device, so as to correct any malfunction of same that may occur.
(K) At the time of installation, each alarm equipment supplier shall furnish to the person for whom an automatic protection device has been installed, written information as to how service can be obtained at any time, including the telephone number to call for service; and such person shall be responsible for having the device repaired as quickly as possible after he learns, either from his own sources or from notification by the communications center or any member of the Police Department, that the device is not working properly.
(L) When messages evidencing failure to comply with the operational requirements herein set forth are received by the communications center and the Department Chief concerned concludes that the automatic protection device sending such messages should be disconnected in order to relieve the burden of responding to false alarms, he is authorized to demand that the owner or lessee of such device, or his representative at the place where it is installed, disconnect such device until it is made to comply with said operational requirements. If disconnection of the defective automatic protection device is not accomplished promptly by such demand, and the Department Chief concerned determines that one malfunctioning device is repeatedly sending false alarms in succession without any intermittent valid alarms, he may then take whatever steps are necessary to disconnect the defective automatic protection device.
(M) For the purpose of enforcing the provisions of this chapter, the communications center and the Chief of the Police Department shall each have the authority, at reasonable times and upon oral notice, to enter upon any premises to inspect the installation and operation of an automatic protection device or signaling device, the purpose of which is to report an emergency to the communications center or the Police Department, either directly or through an intermediary.
