§ 91.01 DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply unless the context clearly or requires a different meaning.
   ALARM EQUIPMENT SUPPLIER. Any person, firm, or corporation that sells or leases, and/or installs automatic protection devices that transmit over regular telephone lines a prerecorded voice alarm upon receipt of a stimulus from a detection apparatus.
   AUTOMATIC PROTECTION DEVICE. An electrically operated instrument composed of sensory apparatus and related hardware which automatically sends over regular telephone lines, by direct connection or otherwise, a prerecorded voice alarm or other alarm signal upon receipt of a stimulus from the sensory apparatus that has detected a physical force or condition inherently characteristic of a fire or unauthorized intrusion. AUTOMATIC PROTECTION DEVICE includes but is not limited to any burglar, fire, or other protection device which emits any visual or audible signal which sounds, signals, or is transmitted in any manner, including transmission by telephonic or other means, to any center used for reception of alarm signals.
   COMMUNICATIONS CENTER. The Lincoln-Way facility which is a central dispatch and communications facility for the Village Police Department.
   DIRECT LINE. A telephone line leading directly to the communications center of the Police Department that is for use only to report emergency messages and signals on a person-to-person basis.
   KEY (to a telephone line). To use a telephone line for transmitting a message, either by direct connection or by a mechanism not so connected that utilizes the microphone of a standard telephone to do so.
   PERSON. Any individual, partnership, corporation, association, or society, but such term does not include the village.
   POLICE CHIEF. The Chief of the Police Department of the village or his authorized representative.
   POLICE DEPARTMENT. The Police Department of the village.
   PRIMARY TRUNKLINE. A telephone line leading into the communications center of the Police Department that is for the purpose of handling emergency calls on a person-to-person basis, and which line is identified by a specific listing among the emergency numbers in the telephone directory issued by the telephone company serving the village.
   SIGNALING DEVICE. An electrically operated instrument composed of sensory apparatus and related hardware that, upon detection of a physical force or condition characteristic of an emergency, will excite a signal line in such a way as to cause both visual and audible signals to be registered by indicators on a monitor panel at the receiving terminal of that signal line in a central location.
   SIGNAL LINE. A line not connected to any standard telephone equipment which leads into an indicator panel in the communications center of the Police Department or to such a panel in either a central station protective system or a modified central station, and which is designed to transmit electrically an alarm signal readily identifiable as to location of origin.
   SPECIAL TRUNKLINE. A telephone line leading into the communications center of the Police Department that is for the primary purpose of handling emergency messages which originate from automatic protection devices and are transmitted directly or through an intermediary.
   TELEPHONE COMPANY. The public utility that has a franchise authorizing it to furnish telephone service to subscribers in the village.
   TELEPHONIC ALARM SYSTEM. Any mechanism, equipment, or device which is designed to operate automatically through the use of public telephone facilities to transmit a signal, message, or warning to another location.
