All revenue derived from such non-binding license fees, except for the cost of issuing the licenses and emblems and collecting the fees, shall be kept as a separate fund and used only for paying the cost of improving, paving, repairing and maintaining the streets and other public roadways within the village, or as may otherwise be permitted by the laws of the state.
