Application for a license shall be made to the Village Clerk upon a form provided therefor, giving the name, address and telephone number of the applicant, a description of the vehicle for which the license is desired, the class of vehicle as hereinafter set forth, and any other information as may be prescribed. Upon payment of the non-binding license fee as hereinafter provided, the Village Clerk shall issue or cause to be issued a license authorizing the use of such vehicle within the limits of the village.
