Any police officer in the village is hereby authorized to tow or cause to be towed to a suitable storage area, any vehicle within the village which is in violation of this chapter and such vehicle shall thereupon be impounded until lawfully claimed. The owner of the vehicle which is impounded under the provisions of this chapter shall be charged in addition to other penalties which may be imposed hereunder, a fee in a sum sufficient to cover the charges and expenses for towing and storage of any such vehicle, which fee shall be payable to the Village Clerk; said fee must be paid in full prior to the release of the vehicle so impounded, and the same may be collected by the village in an action at law or as an additional fine hereunder. The above fee is in addition to the fine provided for in § 72.99 for the violation of this chapter.
