Unless otherwise established for specific streets by ordinance or unless otherwise posted, the absolute maximum speed limits on all streets which are within the corporate limits of the village and which are not under the jurisdiction of the State of Illinois Department of Transportation or the Illinois State Toll Highway Authority and for which any county or highway commissioner does not have the maintenance responsibilities, are as follows:
(A) Residence District: 25 MPH
(B) Urban District: 30 MPH
(C) Non-Urban District 35 MPH
(D) However, the following specific streets shall have the following maximum speed limits:
