Any person who violates, disobeys, omits, neglects or refuses to comply with any of the provisions of this chapter shall be subject to a fine in accordance with the penalty provisions of this code as well as any other remedies which may be available in law or equity. If the village prevails in a suit to compel compliance with this chapter, the defendant utility shall pay the village’s costs, including without limitation reasonable attorney’s fees, expert and witness fees and costs of suit.
