§ 31.03 PARTICIPATION AND VOTING BY ELECTRONIC CONFERENCING.
   (A)   For purposes of this section, PUBLIC BODY is defined as the President and each member of the Board of Trustees of the Village of Frankfort.
   (B)   Any meeting of the Board of Trustees at which a quorum of the public body is physically present may be attended by a member of the public body by means of electronic conferencing, audio or video, under the following conditions:
      (1)   The member cannot be physically present at a Village Board meeting due to personal illness or disability; employment or village related matters; or family or other emergency;
      (2)   The member desiring to attend the Village Board meeting by electronic conferencing has notified the Village Clerk at least 48 hours in advance of said meeting, unless advance notice is impractical;
      (3)   After being duly identified, the member’s voice on an audio conference or image with audio capabilities on a video conference shall be broadcast to the public at the meeting;
      (4)   The member shall state the reason for not being physically present at the meeting; and
      (5)   The public body will vote whether to approve electronic attendance or not and electronic attendance will not be permitted without majority approval.
   (C)   All members attending a meeting by electronic conferencing with majority approval of the public body shall be entitled to participate in and vote as if they were personally and physically present at the meeting so long as the electronic audio connection exists and a quorum of the public body is physically present. The Village Board minutes shall reflect compliance with these conditions.
