If any person fails to timely and fully comply with the provisions of the CT within ten days from its issuance, the village shall note it on its records and then may proceed against the alleged violator by filing a complaint in the Circuit Court of Will County, Illinois and serving the alleged violator with a copy of the complaint and a notice to appear in court as provided by law or via debt collection services.
