1-12-3: APPLICATION REVIEW BY THE HUMAN RESOURCES    DEPARTMENT AND/OR VILLAGE ADMINISTRATOR:
Upon receipt of a timely fully completed PSEBA application filed, the village's Human Resources Department will review the application form and associated materials in order to determine whether the applicant is eligible for PSEBA benefits. If Human Resources staff members decide that additional information is necessary in order to render a decision, staff members may schedule an informal meeting with the applicant and/or the applicant's representative. Alternatively, Human Resources staff members may schedule a formal fact-finding hearing pursuant to the procedures outlined in section 1-12-5 below. Human Resources staff members also may consult with other individuals and/or resources as they deem appropriate.
   A.   HR Recommendation for PSEBA Benefits: In the event the Human Resources Department concludes without a fact-finding hearing that the applicant is entitled to PSEBA benefits, staff members will submit a recommendation for such benefits to the Village Administrator.
   B.   PSEBA Approval: If the Village Administrator determines that all PSEBA requirements have been satisfied, the Village Administrator may grant the PSEBA benefits. Upon such grant, the applicant will be notified and required to contact the Human Resources Department within thirty (30) calendar days for benefit explanation and processing.
   C.   PSEBA Fact-Finding: If the Village Administrator does not approve the application or decides that additional fact-gathering is necessary, the Village Administrator may schedule a fact-finding hearing pursuant to the procedures outlined in section 1-12-5 below.
   D.   Setting Initial Date: In the event that Human Resources staff members and/or the Village Administrator conclude that a fact-finding hearing is necessary in order to determine whether an applicant is eligible for PSEBA benefits, the Village Administrator will appoint an Administrative Hearing Officer within thirty (30) days of the request. The Administrative Hearing Officer shall set the first date of the administrative hearing within thirty (30) calendar days of being appointed. (Ord. 2020-20, 9-22-2020; amd. Ord. 2022-49, 8-23-2022)
