Any sign or other advertising structure, now or hereafter existing, which advertises a business no longer being conducted, or a product no longer being sold, shall be taken down and removed by the owner, agent or person having the beneficial use of the building, structure or premises upon which such sign may be found. Removal shall be made within twenty (20) days after written notification from the Community Development Director and, upon failure to comply with such notice within the time specified in such order, the Community Development Director is hereby authorized to cause removal of such and any expense incident thereto shall be the joint and several obligation of the owner, agent or person having the beneficial use of the building, structure or property to which such sign is attached.
Within not more than five (5) days after the expiration of any permit issued hereunder, the person owning, maintaining, in charge, possession or control of any sign located in the Village or of the premises or vehicle upon which such sign is located, shall cause same to be removed or obliterated. This is the joint and several obligations of the owner and permittee. At the expiration of said five (5) day period, any such sign which has not been removed is hereby declared to be a common nuisance and subject to treatment and abatement as such.
