Time periods for any sign may be extended beyond the limits established by these regulations in the discretion of the Planning and Zoning Commission. Petitions for relief from the sign regulations herein shall be heard and decided by the Planning and Zoning Commission at the public meeting at which the petition is presented. Submission requirements shall be as determined by the commission, and no public notice shall be required.
The commission, or the Mayor and Board of Trustees in the event of further appeal, may grant such relief only by a vote of a majority of its members and only if it finds that such relief:
A. Will not be materially detrimental to the public welfare or injurious to other property in the vicinity; and
B. Will not impair an adequate supply of light and air to adjacent property, increase the danger of fire, endanger public safety, or substantially impair property values in the neighborhood.
Any applicant aggrieved by action of the Planning and Zoning Commission may appeal such action by filing notice of appeal with the Village Clerk within thirty (30) days after the action complained of. Said notice shall be directed to the Mayor and Board of Trustees and shall describe in detail the application and the action complained of. Said appeal shall be decided by the Mayor and Board of Trustees by majority vote at the next Village Board meeting after filing of the notice of appeal.
