10-1-8: AREAS OF SPECIAL CONTROL:
It is recognized that the regulations provided in this chapter cannot sensitively handle all of the sign situations that may be proposed. Therefore, the President and Board of Trustees of the Village may designate any of the following matters as areas of special control:
   A.   Architectural, Historic And Scenic Areas: An architectural, historic or scenic area is an area whose special and unique visual characteristics and natural beauty requires special sign provisions to ensure that all signs used within the areas are compatible with each other. Generally, it is expected that sign provisions in these areas will be more restrictive than those which would otherwise be applicable under this chapter.
   B.   Downtown Area: The Downtown Area of Fox Lake requires special sign provisions to ensure that the general walkability, waterfront vistas and access, and business core that make up the downtown are not adversely affected by construction of new or remodeling of existing signs. Generally, it is expected that sign provisions in this area will be more restrictive than those which would otherwise be applicable under this chapter. This area shall include all of Grand Avenue, Nippersink Boulevard, Pistakee Lake Road (north and south) and areas with a Downtown zoning designation. Backlit signage, channel letters and LED message signs are not permitted on any building, structure or property on Grand Avenue, Nippersink Boulevard, Pistakee Lake Road (north and south) and areas with a Downtown zoning designation. Pole signs are not permitted on Grand Avenue, Nippersink Boulevard, Pistakee Lake Road (north and south) and areas with a Downtown zoning designation.
   C.   Planned Unit Developments: Planned commercial, planned office, research and light industrial and planned residential developments are areas whose character may indicate that signs should be permitted under provisions which are less restrictive than those which would otherwise be applicable under this chapter.
