10-1-3-1: PROHIBITED SIGNS:
The following signs are prohibited in all districts, irrespective of whether such signs conform to the requirements described in the special provisions by type section:
   A.   Certain Advertising Objects Prohibited: No person shall place on, or suspend from the exterior of any building or structure, any goods, wares, or merchandise unless approved by the Community Development Director.
   B.   Moving Signs Prohibited: It shall be unlawful for any person to erect or maintain any fluttering, undulating, swinging, rotating or otherwise moving sign; any sign creating the illusion of movement; or any moving or flashing advertising structure. This shall include propellers, spinners, pennants, streamers and similar devices.
   C.   Portable Changeable Copy Signs Prohibited: Portable changeable copy signs are prohibited.
   D.   Flashing Lights Prohibited: It shall be unlawful for any person to erect or maintain any sign which is wholly or partially illuminated by flashing lights or intermittent lights. Automatic changing signs such as public service time, temperature and date signs or electronically controlled message centers are classed as "changing signs" not "flashing signs". A sign whereon the time and/or temperature is indicated by intermittent lighting shall not be deemed to be a flashing sign if the lighting changes are limited to the numerals indicating the time and/or temperature and are not more frequent than every five (5) seconds.
   E.   Revolving Lights Prohibited: It shall be unlawful for any person to erect or maintain any sign which is wholly or partially illuminated by flashing lights or intermittent lights, except when specifically required by law.
   F.   Obscene Matter Prohibited: It shall be unlawful for any person to display upon any sign or other advertising structure any obscene, indecent or immoral matter, as defined in the zoning ordinance.
   G.   Signs In Residential Districts Prohibited: No monument sign, wall sign, directional sign, illuminated sign, marquee, changing sign or sign mounted on vehicles or other objects, except as provided in this chapter, shall be erected on any residential lot, as defined in the zoning ordinance.
   H.   Signs Constituting A Traffic Hazard Prohibited: No sign, other advertising structure, marquee, canopy or awning shall be erected or maintained in such a manner as to be likely to interfere with, obstruct the view of, or be confused with any authorized traffic sign, signal or device. Accordingly, no sign, other advertising structure, marquee, canopy or awning shall make use of the words "stop", "go", "slow", "danger" or any other similar word, phrase, symbol or character, or employ any red, yellow, orange, green or other colored lamp or light, in such manner as to interfere with, mislead or confuse traffic.
   I.   Imitation Signs Prohibited: No sign other than a sign erected by public authority shall be erected or maintained in such a manner as to be or purport to be an imitation of or resemble an official traffic-control device or railroad sign or signal, which attempts to direct the movement of traffic, or which hides from view or interferes with the effectiveness of any official traffic-control device or any railroad sign or signal.
   J.   Obstructions Prohibited: No sign, other advertising structure, marquee, canopy or awning, as herein defined, shall obstruct any driveway, door, window, fire escape, ladder or opening intended to provide light, air, access or egress from any building or structure.
   K.   Attachment To Fire Protection Devices Prohibited: No sign, other advertising structure, marquee, canopy or awning as herein defined shall be attached to a standpipe or fire escape.
   L.   Specific Prohibitions: The following signs or objects are specifically prohibited by this section:
      1.   Signs which emit sounds including, but not limited to, voice, music and similar methods of advertising.
      2.   Signs on fences, trees, utility poles or walls which are not part of a building structure.
      3.   There shall be no painted signs on walls, fences, trees or utility poles.
      4.   Billboard signs or advertising signs as defined in this chapter. No sign shall be placed or maintained within the Village except signs pertaining to a commercial use conducted on the site.
      5.   Festoon lighting and signs containing string, cluster or series of lights, except on such clocks and weather gauges as may be authorized by other sections of this chapter.
      6.   Home occupation signs in residential zoning districts.
      7.   Roof signs.
      8.   Off-premises signs.
      9.   Feather flags.
      10.   Portable changeable copy signs.
      11.   Attention getting devices such as balloons, inflatables, strip or rope lighting that flickers, flashes, or is used to outline a window or frame. (Ord. 2017-54, 11-28-2017)
