A. Any person who may file any application pursuant to the village stormwater management regulations shall, in addition to the payment of the requisite application filing fee, as hereinbefore set forth, pay to the village clerk, the village treasurer or the village building department a subdivision review fee and/or a watershed development fee as the village shall determine based upon the estimated subdivision review fees and estimated watershed development fees as set forth in tables 1 and 2 of this section:
