Unless the driver of the motor vehicle cited for an automated traffic law violation received a uniform traffic citation from a police officer at the time of the violation, the owner of the motor vehicle is subject to a penalty of one hundred dollars ($100.00) per violation. In the event that such a penalty is not paid within fourteen (14) days after service of a determination of liability notice, a late fee of one hundred dollars ($100.00) shall be added to the fine.
