Recorded images made by an automated traffic law enforcement system are confidential and shall be made available only to the alleged violator and governmental and law enforcement agencies for purposes of adjudicating a violation of this chapter, for statistical purposes and for other governmental purposes. However, any recorded image evidencing a violation of this chapter may be admissible in any proceeding brought by the municipality or on behalf of the people of the state resulting from the issuance of a citation.
