No person shall operate a nonregistered vehicle upon the public roads or sidewalks within the village except as permitted in this section.
A. For purposes of this section, a "vehicle" is defined as a wheeled object which is propelled otherwise than by the muscular power of man or animal and except such as are run on rails or tracks.
B. Included within the definition of "vehicle" in this section are all-terrain vehicles, off road motorcycles and motor driven scooters.
C. No person shall operate any vehicle of any kind or nature upon any sidewalk within the village except for the purpose of crossing a sidewalk for ingress or egress to a lawful driveway.
D. "Nonregistered" shall mean not registered with a valid registration from the Illinois secretary of state for purposes of this section.
E. Exemptions from operation of this section are:
1. Any police vehicle, fire vehicle or village vehicle driven by an employee in the course of his or her duties.
2. Motorized wheelchairs as defined in article II of the Illinois vehicle code.
F. Any person found guilty of violating any of the provisions of this section shall be fined not less than one hundred dollars ($100.00) and not more than seven hundred fifty dollars ($750.00). (Ord. 2003-48, 9-16-2003)
