8-2-4: OPERATION OF MOTOR VEHICLES ON WATERS AND FROZEN WATERS:
   A.   Definitions:
   MOTOR VEHICLE: Every vehicle which is self- propelled, including, but not limited to: automobiles, trucks, snowmobiles, boats and motor driven cycles.
   OPERATE: To use, drive or control a motor vehicle.
   WATERS OF THE VILLAGE: Any and all waters, frozen or unfrozen, within the boundaries of the village.
   B.   Registration Requirements:
      1.   All motor vehicles operating upon waters of the village shall be:
         a.   Registered by the Illinois department of conservation under the Illinois boating registration and safety act.
         b.   Registered by the Illinois department of conservation under the Illinois snowmobile registration and safety act.
         c.   Owned or used by the United States, state of Illinois, county of Lake or the village of Fox Lake.
         d.   Registered by the secretary of state.
      2.   Any person found guilty of operating a motor vehicle upon waters of the village when such vehicle is not registered, shall be deemed guilty of a violation of this section.
   C.   Racing Events: No person shall promote, organize, advertise, conduct, officiate at or participate as a contestant in any event in which motor vehicles have races on the waters of the village without first securing a permit from the village clerk as hereinafter set forth.
      1.   Application for permit shall be in writing and shall contain the following information:
         a.   Name, address and telephone number of each promoter of the event (including name, address and telephone number of each officer of a corporate promoter).
         b.   Name, address and telephone number of each participant in the event.
         c.   Name, address and telephone number of each person designated to officiate at the event.
         d.   The date, time and place for the event.
         e.   Affidavit of a promoter or officer of a corporate promoter that the application contains the above information in complete and accurate form.
      2.   Application for permit shall be accompanied by the following:
         a.   Payment of permit fee of fifty dollars ($50.00).
         b.   Certificate of insurance for each participant showing liability coverage in the amount of one hundred thousand dollars ($100,000.00) to three hundred thousand dollars ($300,000.00).
         c.   Copy of registration for each motor vehicle to be used by any participant in the event.
         d.   Copy of rules and regulations established to govern and control the competition.
         e.   Certificate of insurance showing umbrella liability coverage for the event with limits of at least one hundred thousand dollars ($100,000.00) and with the Village as one of the insureds on the policy.
         f.   Diagrams showing the racing layout plus plans for crowd control, parking and protective devices for spectators. In the event said plans are deemed insufficient, then the Chief of Police shall either refuse to issue the permit or shall require the insurance limits under subparagraph e hereof to be increased to ten million dollars ($10,000,000.00).
   D.   Penalties: Any person found guilty of violating any provision of subsection B of this Section shall be fined not less than twenty five dollars ($25.00) nor more than five hundred dollars ($500.00) for each such offense. Any person found guilty of violating any provision of subsection C of this Section shall be fined not less than seventy five dollars ($75.00) nor more than five hundred dollars ($500.00).
