8-2-3: TRAFFIC AND PARKING ACTIVITIES ON PRIVATE PROPERTY:
   A.   Applicability: This section shall apply to any and all parcels of private property whose owners have entered into an agreement with the Village pursuant to 625 Illinois Compiled Statutes 5/11-209.
   B.   Handicapped Parking Areas:
      1.   It shall be unlawful for the driver of a vehicle to park a vehicle or to leave a vehicle unattended in any area designated by the owner thereof or the Corporate Authorities as handicapped parking, unless either the driver or a passenger in the vehicle is a handicapped person. Any property owner reserving a portion of a parking area for handicapped parking is deemed to have granted to the Municipal Corporate Authorities the right to enforce this parking restriction. A handicapped person is a person whose vehicle possesses handicapped license plates issued by the State, or who has obtained a sticker for display on said vehicle from the Village Police Department to be issued to handicapped persons.       2.   Any person violating any provisions of this subsection B shall be assessed a fine in the amount of not less than one hundred dollars ($100.00) for each offense and any such person may have his vehicle towed from any parking area designated as a handicapped parking area. The owner or operator of any vehicle so towed shall be responsible for all charges incurred for such removal and storage of said vehicle. (Ord. 2000-21, 6-5-2000)
   C.   Fire Lanes:
      1.   It shall be unlawful for the driver of a vehicle to park a vehicle or to leave a vehicle unattended in any area designated by the owner thereof or the Corporate Authorities as a fire lane, unless the driver or a passenger in the vehicle is an emergency vehicle responding to an emergency. Any property owner reserving a portion of a parking area for a fire lane is deemed to have granted to the Municipal Corporate Authorities the right to enforce this parking restriction.       2.   Any person violating any provisions of this subsection C shall be assessed a fine in the amount of not less than fifty dollars ($50.00) for each offense and any such person may have his vehicle towed from any parking area designated as a fire lane. The owner or operator of any vehicle so towed shall be responsible for all charges incurred for such removal and storage of said vehicle. (Ord. 2000-21, 6-5-2000)
   D.   Stop Signs:
      1.   Wherever a stop sign is erected at an exit from private property to a street in the village, the operator of a vehicle approaching such a stop sign shall stop as required by law before entering said street.
      2.   Any person found guilty of violating subsection D1 of this section shall be fined in an amount of not less than twenty five dollars ($25.00) and not more than five hundred dollars ($500.00). (Ord. 88-42, 11-7-1988)
   E.   Penalty:
      1.   In the event that the owner or operator of the vehicle does not pay the sum of one hundred dollars ($100.00) for a violation of subsection B2 of this section within a fifteen (15) day period from the time that the notice of violation is attached to such vehicle, the police department shall send notice to the registered owner of the vehicle that the fine has not been received within said fifteen (15) day period and if it is not paid within fifteen (15) days from the date of issuance of said notice, a warrant will be issued for the arrest of the operator or owner.
      2.   In the event that the owner or operator of the vehicle does not pay the sum of fifty dollars ($50.00) for a violation of subsection C2 of this section within a fifteen (15) day period from the time that the notice of violation is attached to such vehicle, the police department shall send notice to the registered owner of the vehicle that the fine has not been received within said fifteen (15) day period and if it is not paid within fifteen (15) days from the date of issuance of said notice, a warrant will be issued for the arrest of the operator or owner.
