8-2-2: PROHIBITED CONDUCT IN VILLAGE PARKS:
   A.   Applicability And Prohibition: The rules set forth in subsection B of this section are established for the following official Village parks under the jurisdiction of the Village of Fox Lake's Parks and Recreation Department:
      1.   18 East Grand Avenue Park;
      2.   Community Garden and Community Garden Green;
      3.   Eagle Point Park;
      4.   Grace Avenue Park;
      5.   King's Island Park;
      6.   Lakefront Park;
      7.   Millennium Park;
      8.   Round Hill Park; and
      9.   Veterans Memorial Park.
   Violation of any of the rules set forth in subsection B of this section is hereby prohibited.
   B.   Rules: The following rules shall apply:
      1.   No alcohol (unless permitted by the Village).
      2.   No swimming (unless permitted by the Village). Fishing in designated areas only.
      3.   No fires, except for charcoal grilling.
      4.   No watercraft launching.
      5.   Park hours are eight o'clock (8:00) A.M. to dusk. Building hours are eight o'clock (8:00) A.M. to ten o'clock (10:00) P.M.
      6.   No littering.
      7.   All pets must be leashed and owners must clean up any droppings. Only service animals are allowed in Village owned buildings.
      8.   All Village recreational programs have priority in the park and the use of the park facilities.
      9.   No trailer parking unless permitted. Parking of vehicles is allowed in designated areas only.
      10.   Commuter parking is strictly prohibited (commuters will be ticketed and towed at owner's expense).
      11.   No staples, nails or any type of fastener on any park building, trees, no signage.
      12.   No motorized vehicles in the park unless the area is designated for parking or loading.
      13.   No stone throwing, hitting of golf balls, or any type of projectile firing device into water.
      14.   No fireworks (including sparklers).
      15.   No discharge of chemical pollutants into the water or park areas.
      16.   Children under the age of five (5) to be accompanied by adult in restrooms or port-o-potties.
      17.   No vandalism to buildings, vegetation, trees, or landscaping.
      18.   Gambling is prohibited.
      19.   No snowmobiles or all-terrain vehicles.
      20.   No access to railroad right-of-way from Lakefront Park.
      21.   No overnight boat parking at the Municipal piers.
      22.   No fishing, diving or swimming off of the Municipal piers.
      23.   No smoking of cigarettes, cigars, pipes or any tobacco products or cannabis in any Village park except that cigarettes, cigars, pipes, or other tobacco products, excluding cannabis, may be smoked in Village parks in smoking areas designated by signage installed by the Village.
   The above rules shall be posted in all parks and buildings to which said rules apply.
   C.   Penalties: Any person found guilty of violating any rules set forth in this section shall be fined as follows:
      1.   First offense: Fifty dollars ($50.00) (petty offense).
      2.   Second offense: One hundred dollars ($100.00).
      3.   Third and succeeding offenses: Not less than two hundred dollars ($200.00) and not more than seven hundred fifty dollars ($750.00).
      4.   In addition to the above fines, restitution may be required by the court for the cost of repairing damage to Village property.
   D.   Private Use Of Parks: The Village may permit private use of the facilities identified in subsection A of this section on a reserved basis subject to the following provisions:
      1.   Fees charged shall be in accordance with a schedule approved by the Board of Trustees and maintained by the Parks and Recreation Coordinator.
      2.   Forms for reservation shall be available from the Parks and Recreation Coordinator.
      3.   The Village may require a security deposit which may be forfeited if terms of the reservation are not complied with.
   E.   Outdoor Public Ice Skating Rink: The Village staff may from time to time construct and maintain an outdoor public ice skating rink and the rules, policies and regulations for such ice skating rink are hereby established as follows:
      1.   Fox Lake Recreation Area Outdoor Public Ice Skating Rink Rules, Policies, And Regulations:
         a.   The Village of Fox Lake Outdoor Ice Rink is constructed and maintained by the Village of Fox Lake. Outdoor ice has imperfections not normally encountered on indoor rinks. Like all sports and recreational activities, ice skating can be dangerous.
         b.   By visiting the rink you are acknowledging such and are skating at your own risk.
         c.   All rules, policies and regulations of the outdoor public ice skating ice rink and ordinances of the Village of Fox Lake must be adhered to.
         d.   For emergencies call 911 or for non-emergency help please call (847) 587-3100.
         e.   Report any defects or hazardous conditions immediately to the Village at (847) 587-3100.
         f.   Hours may vary due to weather and conditions, snow and ice at rink. Staff has the discretion to close early if attendance is low or unsafe ice conditions exist.
      2.   Open And Closing Notice Procedures:
         a.   On-Site:
            (1)   The ice rink will be open when a green flag is present.
            (2)   The ice will be closed when a red flag is present.
         b.   Via Social Media And Internet:
            (1)   Status will be posted daily on the Village of Fox Lake Parks and Recreation Facebook page: https://www.facebook.com/VFLparksandrec/.
            (2)   Status will be posted daily on the Village website in the "spotlight news" section at: website www.foxlake.org/.
      3.   Hours For The Ice Rink (Subject To Change):
 
Public skate:
Daily 10:00 A.M. to 8:30 P.M.
Hockey/sticks and pucks are prohibited on the ice
Hockey/stick and puck:
Daily 8:30 P.M. to 11:00 P.M.
No figure skating unless hockey is not present
 
      4.   General Ice Rink Rules:
         a.   On warm days, stay off the ice;
         b.   Please respect the "status" signs (red means closed, green means open);
         c.   No skating or trespassing when the ice rink is closed;
         d.   Keep the rink clean - please place trash in receptacles on-site;
         e.   No glass;
         f.   No food or drink on ice surface;
         g.   No smoking on or around the ice rink;
         h.   Drugs and alcohol are strictly prohibited;
         i.   No pets are permitted at the Village of Fox Lake Outdoor Ice Rink;
         j.   Refrain from offensive language and behavior;
         k.   No chipping, throwing or spraying ice;
         l.   Share the ice, be courteous to other skaters around you;
         m.   Helmets are required;
         n.   Do not sit on, hang over or leave articles on the sideboards;
         o.   Parent or guardian must accompany children under the age of twelve (12);
         p.   No children under the age of three (3) allowed on ice;
         q.   Games are not permitted that will interfere with other skaters (broom ball, etc.);
         r.   Tag, horseplay, speed skating, jumping, backwards skating or weaving across traffic is not allowed during public sessions;
         s.   Hockey sticks and pucks are not permitted during public skate;
         t.   No more than two (2) skaters may join hands while skating;
         u.   No chain skating.
      5.   Policy And Procedures:
         a.   The Village of Fox Lake Ice Rink is unsupervised;
         b.   The Village of Fox Lake reserves the right to close the rink at any time. Rink will be closed for inclement weather, rain, ice or snow;
         c.   Organized events are not allowed unless scheduled in conjunction with the Village of Fox Lake and appropriate agreements and arrangements are in place;
         d.   The Village of Fox Lake reserves the right to expel anyone from the park for a violation of the rules;
         e.   Violation of these rules may result in permanent revocation of skating privileges;
         f.   The Village of Fox Lake is not responsible for lost or stolen belongings;
         g.   The user assumes full responsibility for determining if the ice is safe to use;
         h.   Rules may change to provide safe skating for all to enjoy.
      6.   Hockey/Stick And Puck Rules:
         a.   Each player must provide their own equipment;
         b.   Full equipment is required;
         c.   Full face shields are required;
         d.   There are to be no small/full ice games during stick and puck;
         e.   Be aware of those around you when handling pucks;
         f.   Fighting and horseplay will not be tolerated;
         g.   Fighting will result in expulsion without refund and possible banishment from the rink;
         h.   No alcohol or tobacco use is permitted on the premises;
         i.   Violation will be grounds for expulsion and banishment from the rink and park;
         j.   It is not the responsibility of the rink to provide pucks or equipment;
         k.   Users are required to wear helmets and other protective gear.
   Failure to comply with any of the rules will result in the immediate and potential loss of future use of the outdoor rink. In addition, the penalties set forth in subsection C of this section shall apply to violations of this section. (Ord. 2011-07, 1-25-2011; amd.
