The owner or lessee of a commercial motor vehicle, which is owned by, leased by, or utilized in a commercial business which is located within the Village shall pay annual motor vehicle license fees of twenty five dollars ($25.00) to be billed with the customer's sewer and water bill consistently with the remaining provisions of this chapter.
