The village clerk is hereby directed to send copies of this chapter to all utility companies affected by this chapter and to provide to all utility companies affected by this chapter the names and addresses of all owners of properties within the corporate limits of the village (which shall also include the names and addresses of each school district and unit of local government which own facilities within the corporate limits of the village), and to keep the list so provided as current as practicable.
