The sewer and water supervisor may make such rules and regulations consistent with this chapter and approved by the village president and board of trustees for the connections to the water system, specifying the types and sizes of pipes and all other appurtenances and extensions thereto, and may amend the same from time to time as may be deemed necessary. All service pipes and connections to the water system shall comply with the specifications and rules of the sewer and water supervisor and shall be subject to his approval. Any person not complying with the specifications and rules for connections to the water system, as such specifications and rules are approved by the village president and board of trustees, shall be subject to a penalty of not less than twenty five dollars ($25.00) nor more than seven hundred fifty dollars ($750.00) and to an additional penalty of not less than fifty dollars ($50.00) for each day such violation continues.
