The owner of any uninhabitable premises connected to the village water system may petition the village to be disconnected from the village water system and if the petition is granted, water user fees shall no longer be charged, but if a request is later made by such owner or his successor to reconnect to the village water system, then a new connection fee shall be paid prior to such reconnection. Similarly, the owner of a premises with more than one residential unit may petition the village for one or more of the units to be disconnected from the village water system if the premises is remodeled and said remodeling is verified by the village's building department, and if such petition is granted, then water user fees for the discontinued unit shall no longer be charged, but if a request is later made by such owner or his successor to reconnect to the village water system, then a new connection fee shall be paid prior to such reconnection.
