6-8-1: REGULATIONS ESTABLISHED:
Legislative Finding And Purpose:
   A.   It is found that there now exists and may in the future exist, within the Village, that there are vacant buildings and properties by reason of their condition, operation, and use adversely affect or are likely to adversely affect the public health (including the physical, mental and social well-being of persons and families), safety and general welfare.
   B.   The corporate authorities of the Village by and through its Property Maintenance Code regulates minimum health and safety requirements for all existing buildings and structures and properties within the jurisdiction of the Village and, by this chapter, desires to establish a systematic inspection program to ascertain compliance with the provisions of the Property Maintenance Code.
   C.   It is declared that the purpose of this chapter is to protect the health and safety of the people and to promote the public welfare by requiring periodic systematic registration and inspection of all vacant buildings and properties in existence or hereafter occur in the Village.
   D.   A program of registration and inspection of vacant buildings and properties under the provisions of this chapter shall thereby promote the health and safety of the residents, protect the appearance of the Village's neighborhoods and the preservation of property values throughout the Village to the benefit of all its citizens.
