Every owner or occupant of a building or dwelling unit shall keep all plumbing, heating or ventilation fixtures therein in a clean and sanitary condition and shall be responsible for the exercise of reasonable care in the proper use and operation thereof; and, in the safe and proper use and operation of electrical fixtures and convenience outlets in such building or dwelling unit.
