A. During the portion of each year when the building commissioner determines it necessary, the windows and doors and other openings to external air of every dwelling unit shall be equipped with adequate screens so attached and arranged as to prevent the ingress of flies, mosquitoes and other insects to the interior of such dwelling unit. B. Every owner or occupant of a building or dwelling unit shall be responsible for hanging all screens whenever the same are required by this chapter, except where the owner has agreed to supply such services, in which case it shall be the responsibility of the owner to do so. (1975 Code § 11.07)
