5-3-2: RECEPTACLES:
   A.   It shall be the duty of every owner or occupant of any house, store, building, flat or apartment, tenement or lodging, or any other place where animal or vegetable food is prepared, served or sold, at all times to maintain in good order and repair a separate receptacle or receptacles for garbage.
   B.   In single-family residential districts and in other districts where the amount of garbage does not exceed the average amount in single-family residential districts, the receptacle shall be a metal or plastic can with a close fitting cover and shall be watertight. Each such receptacle shall have a capacity of not less than five (5) gallons nor more than thirty (30) gallons and shall be provided with suitable handles. A sufficient number of such receptacles shall be provided to contain all garbage and waste for a period of at least seven (7) days.
   C.   It shall be the duty of every owner or occupant of any premises to place such receptacles or cause them to be placed out of view of a person facing the front of said premises; provided, however, such receptacles may be placed on the parkway no more than twenty four (24) hours prior to garbage pick up and such receptacles shall be removed therefrom within twenty four (24) hours after the garbage has been picked up.
   D.   In multiple-family, business and commercial districts where receptacles of a larger capacity are necessary, commercial containers or dumpsters shall be used and the following conditions shall be maintained by every owner and occupant of any premises in such districts:
      1.   Commercial containers or dumpsters must be of sufficient capacity to contain all garbage between pick ups.
      2.   Commercial containers or dumpsters must be covered with close fitting covers, unless such containers or dumpsters contain no animal, vegetable or food wastes.
      3.   Commercial containers or dumpsters used for disposal of large amounts of food wastes causing foul, offensive or disagreeable odors shall be emptied at least two (2) times per week.
      4.   On or before June 1, 1984, all commercial containers or dumpsters shall be placed on a hard, smooth surface and be adequately screened from view of the general public. Screening shall consist of a solid fence or wall at least as high as the container it encloses. Where the opening of the enclosure cannot be located out of sight of the general public, a solid gate shall be provided. Enclosures shall be maintained in good order and free from excess garbage and debris. (Ord. 83-22, 12-5-1983)
