It shall be unlawful to permit any dog or cat, whether licensed or not, to run at large within the village. A dog or cat shall be deemed to be running at large when off the premises of its owner and not controlled or restrained by a leash, cord, chain, lead or within the premises of its owner or confined within a crate or confined within a vehicle or on the premises of another person with the consent of that person.
